In Joomla Problem in index.php repeating
Renamed the htaccess.txt file to .htaccess and then went into the Global Config section and turned on all the SEO/SEF settings.

If you did that, try to go back into the Global Config settings and turn off all the SEO/SEF settings. This is, of course, just to test if the template is not designed for SEF or if it is something deeper.
